'Youth Justice Powers Should Be in Capital'

A CHILDREN'S charity is urging the Welsh Assembly to campaign for the transfer of youth justice powers from Westminster to Cardiff.

Barnado's Cymru will tomorrow call for a reduction in the use of custodial sentencing for children. The charity is concerned that far too many Welsh children are being locked up and that the vast majority then spend their sentences in custodial institutions based in England, which puts strain on families to conduct visits.
