I May be wrong here but I really thought that professional regional rugby was introduced by the Welsh Rugby Union to promote and develop local talent.
Logic would decree, therefore, that this must be the criterion which each region must satisfy if it is to justify the receipt of a substantial financial hand-out from the governing body.See the full content of this document
