Regarding the letter, Mess Started with Brown (Have Your Say, June 9).

In fact, it was Norman Lamont in 1987 who introduced the Pension Surplus Tax, causing companies to take "contributions holidays" while assuming a bull stock market would cover the gap, but of course Black Monday (Oct 1987) blew a hole in that. Lamont also brought in the fuel tax escalator.
